Swapping out an actor for another

We recently shot an indie film, but one of the actors refused to sign the release form. She kept putting it off, and since we were so busy, it fell through the cracks of the shoot. Now that the film is complete, she is asking for a ridiculous amount of money to sign the release form.

We would like to swap her out entirely of the film with another actress. We can shoot the new actress against a greenscreen and do a body swap.

What would be the workflow to do this? I might need to hire someone if it’s too much for me.
